Tuesday, May 14, 2024 – The Department of Public Administration at the University of Muhammadiyah Malang once again invited a practitioner to teach in the Center of Excellence (CoE) program for the Professional Class in Government and Politics Analysis. This time, the guest speaker was Mr. Andhang Budhy Harsa, SE, from the Batu City DPRD Secretariat. Mr. Andhang delivered a lecture on the topic of Political Policy Formulation, focusing on the stages of Regional Regulation (Perda) formation in Batu City.
Mr. Andhang explained in detail the long and complex process that must be followed in the formation of regional regulations in Batu City. The stages include planning, drafting, alignment, discussions, facilitation, evaluation, registration, determination, numbering, authentication, and dissemination. Each of these stages plays an essential role in ensuring that the regulations produced meet the needs and conditions of the region while also being aligned with higher laws and regulations.
The Public Administration students at UMM attending this class gained a comprehensive understanding of the legislative process at the regional level. This added valuable knowledge in the field of government, particularly regarding the stages involved in creating regional regulations in the DPRD.
The session concluded with an interactive Q&A, where students had the opportunity to directly discuss with Mr. Andhang, who is part of the Batu City DPRD, about the dynamics involved in the policy formulation process at the regional level. This session became a valuable moment for students to gain a deeper understanding based on case examples presented by Mr. Andhang related to the legislative practice in Batu City.
It is hoped that this activity will inspire students to further understand and actively participate in public policy formation processes in the future.
