Government Studies Program Holds International Seminar: Featuring Professors from Mindanao State University, Philippines

Malang, October 19, 2024 – The Government Studies Program at UMM hosted an international seminar at the GKB 1 Auditorium, themed "Co-production and Co-creation of Digital Governance: An Insight From the Philippine Government." The seminar featured Prof. Elaine M. Baulete, Ph.D., and Prof. Eucil P. Husien, DPA, from Mindanao State University-Iligan Institute of Technology, Philippines.

In his opening remarks, the Vice Dean for Academic Affairs of FISIP, Mr. Najamuddin Khairur Rijal, S.I.P., M.Hub, expressed appreciation to the Government Studies Program for organizing the international seminar, which supports the university’s international accreditation efforts. "We hope that in the future, we can engage in further discussions, collaborations, and even student exchange programs with students from the Philippines," he stated.

Prof. Elaine M. Baulete, Ph.D., shared, "The delivery of public services by regional government agencies must be more transparent, accountable, efficient, fair, and effective through the utilization of information and communication technology (ICT)." She introduced the history of ICT in the Philippine Government, followed by an explanation of the milestones in ICT development and E-Government.

Meanwhile, Prof. Eucil P. Husien, DPA, explained the evaluation and comparison of the implementation of E-Governance in areas with high urbanization levels. "When implementing E-Governance, we must evaluate efficiency, effectiveness, and responsiveness in providing services such as administration, economy, health, infrastructure, and social welfare," he emphasized.

The international seminar received a positive response from the students, who were able to learn directly about governance in the Philippines. They also expressed hope that such international seminars will continue to be held in the future.
