This was the opening statement delivered by the Head of Samsat Batu City during the Practitioner Lecture held by the Government Studies Laboratory on December 31, 2011, at the 1st Floor Hall of AR. Fachruddin Mosque. In this era of globalization and modernization, the government is expected to provide excellent service—service that is both effective and efficient. Effective service is characterized by minimal time consumption while adhering to procedures, professionalism, and accountability. Efficient service, on the other hand, is economically considerate, where service fees should reflect fairness and proportionality, he stated as he began his lecture.

Effective and efficient services are easily realized and implemented with the support of advanced information technology. Specifically, Samsat Batu has adopted and continues to implement excellent service models. For example, paying vehicle taxes no longer requires visiting the office; it can be done online via the internet in approximately two minutes. Services such as renewing driver’s licenses, transferring vehicle ownership (BPKB/STNK), and others are all conducted online, he explained, describing the service model at Samsat Batu City.

Drs. Krishno Hadi, MA., Head of the Government Studies Laboratory, elaborated, “The purpose of this practitioner lecture is to help students understand the practical aspects of public service, particularly at Samsat Batu City. It is not enough for students to merely grasp the theoretical concepts of public service. Understanding both theory and practice is essential for students to analyze the dynamics of public service effectively,” he stated.

Students of Government Studies expressed their appreciation for the practitioner lecture. Bagus, one of the students, remarked, “A practitioner lecture like this is very valuable for us because it allows us to understand the practical aspects of public service. It bridges the gap between theory, which sometimes doesn’t align with real-world practices, and field realities,” he said enthusiastically.
